Note that Psalm 48 is a song of praise to both God and the city in which He dwells. He is greatly to be praised ‘in the city of our God, in His holy mountain…the joy of the whole earth is Mount Zion, the city of the great King.’ Verse 8 tells us that it’s 'in the city of the Lord of Hosts; in the city of our God’ where His people have heard and seen Him! Other kings came and were in awe and fear and hastened away (vv.4-6). The City of God was on Mount Zion and its heart was the Temple, where The King of kings dwelt! Zion is part of the old City of David. The illustration below is of the City of David above the Spring Gihon (south of the mistaken 'Temple Mount')
